Blue Mountain Energy, Inc.
12R6802-2
Initial Approval Colorado Department of Public Health and Environment
page 2 Air Pollution Control Division
•

5. Emissions of air pollutants from point sources (crushers, screens, silos, conveyors, and transfer
points) shall not exceed the following limitations las calculated in the Division's preliminary
analysis): (Reference: Regulation 3, Part B, III.A.4)
Particulate Matter:
4.69 tons per year.
PM10 (Particulate Matter<10 µm): 1.65 tons per year and 32.69 pounds per day.
6. This source shall be limited to a maximum production rate as listed below and all other
activities, operational rates and numbers of equipment as stated in the application. Annual
records of the actual production rate shall be maintained by the applicant and made available to
the Division for inspection upon request. (Reference: Regulation 3, Part B,III.A.4)
Primary crushing of coal (including coal from oversize reject system) shall not exceed 8735 tons
per day or 825,000 tons per year.
Secondary crushing of coal shall not exceed 10,200 tons per day or 960,000 tons per year.
Primary screening of coal shall not exceed 25,500 tons per day or 2,900,000 tons per year.
Secondary Iby-pass) screening of coal shall not exceed 25,500 tons per day or 2,400,000 tons
per year.
The Division's approval of the control plan is based on the submitted production level as listed
below. Prior to any increase in daily or annual production rates, the applicant shall submit an
Air Pollutant Emission Notice and Control Plan revision which will be subject to Division review
and approval to ensure compliance with the National Ambient Air Quality Standards for
particulate matter. Records of the actual production rate shall be maintained by the applicant
and made available to the Division for inspection upon request. (Reference: Regulation 1,
III.D.1.b.)
Mining of coal shall not exceed 30,000 tons per day or 2,900,000 tons per year.
This activity shall not result in the exceedence of the following emissions of fugitive total
suspended particulates (TSPI and fugitive particulate matter of less than ten microns (PM,o).
These emission limits are based on the production rates listed above. The Division assumes
that these levels are being met if the control measures stated in the approved control plan are
followed and the stated process rates are not exceeded.
Total Suspended Particulates: 6.86 tons per year.
Particulate Matter (PM,o): 3.43 tons per year and 53.84 pounds per day.
8. Stockpiling of coal shall not exceed 16,100 tons.
This source is subject to the New Source Performance Standards requirements of Regulation
No. 6, Part A, Subpart Y, Standards of Performance for Coal Preparation Plants including, but
not limited to, the following:
a. Visible emissions from all conveying equipment, crushers, screens, storage systems,
transfer and loading systems shall be less than 20% opacity.

In addition, the following requirements of Regulation No. 6, Part A, Subpart A, General
Provisions, apply.
103/0014/003
ver. 2/00
..ya
