BLUE MOUNTAIN ENERGY, INC. <br />Permit No. 89RB317F <br />Final Approval <br />Page 3 <br />PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR COMPLIANCE <br />PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE AIR QUALITY <br />CONTROL COMMISSION REGULATION N0.1, Section III.D.t.b. THIS SOURCE IS SUBJECT TO THE <br />FOLLOWING EMISSION GUIDELINES: <br />a. Mining Activities -Visible emissions not to exceed 20%, no off-property transport of visible <br />emissions. <br />Control Measures <br />1. Fugitive emissions from top soil removal & stockpiling shall be controlled by water spray to <br />maintain a surface moisture content of 3% or greater, and shall be revegetated within 6 months. <br />2. Fugitive emissions from overburden removal & stockpiling shall be controlled by water spray to <br />maintain a surface moisture content of 3% or greater, and shall be revegetated within 6 months. <br />3. Fugitive emissions from excavation, loading & stockpiling coal refuse shall be controlled by water <br />• spray to maintain a surface moisture content of 4% or greater, and the pile shall be compacted and <br />revegetated within one year. <br />4. Surfaces left undisturbed (maximum of 33.64 acres) for 6 months or more shall be revegetated <br />and/or watered regularly to maintain surface moisture content of 3°k or greater. <br />• <br />1 0 31001 4/007 <br />
