Blue Mountain Energy, Inc. <br />Permit No. 12RB802-3F <br />Final Approval Colorado Department of Public Health and Environment <br />page 4 Air Pollution Control Division <br />PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR <br />COMPLIANCE PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE <br />AIR QUALITY CONTROL COMMISSION REGULATION N0.1, Section III.D.1.b. THIS SOURCE IS <br />SUBJECT TO THE FOLLOWING EMISSION GUIDELINES: <br />a. Haul Roads - No off-property transport of visible emissions shall apply to on-site haul roads, <br />the nuisance guidelines shall apply to off-site haul roads. <br />b. Haul Trucks - No off-property transport of visible emissions except that when operating off <br />the property of the owner or operator, the applicable guidelines shall be no off-vehicle <br />transport of visible emissions. <br />c. Storage and Handling of Material -Both the 20°,6 opacity and the no off-property transport <br />emission limitation guidelines shall apply to storage and handling operations. <br />Control Measures <br />1. Vehicle speed on unpaved roads and disturbed areas shall not exceed a maximum of 40 m.p.h. <br />or an average of 35 m.p.h. Speed limit signs shall be posted. <br />2. The haul roads shall be gravelled and treated with chemical stabilizer according to <br />manufacturer's specifications as to recommended application rate and frequency to control <br />emission of fugitive particulate matter. Records of frequency and rate of applications of <br />chemical stabilizer shall be maintained and made available to the Division for inspection upon <br />request. <br />3. Emissions from material handling (i.e. removal, loading, and hauling) shall be controlled by <br />watering at all times unless natural moisture is sufficient to control emissions. <br />103/0014/004 ver. 2/00 <br />
