C-005-80 <br />Peabody Coal Company hereby requests approval to remove topsoil ahead of <br />mining. The area requested encompasses approximately IS ages near the <br />• center of Section 12, T-S-N, R-87-W, parallel to the Wadge box cut disturbance <br />(temporary reclamation area). This area is proposed to be mined (Technical <br />Revision No. 5) in early tall 1984 due to short pit problem to the west (present <br />mining area) as explained in the revision. Mining is also planned for this area <br />in early 1985 through the life of mine, as mining continues to the northeast. <br />As you're aware, topsoil removal operations must take place where and when <br />possible during the dry season at the Seneca Mine. In just a couple of months <br />topsoil removal operations will have to cease due to winter. That means, if <br />Technical Revision No. 5 is approved in late September only one month of <br />topsoil removal operations may be conducted. As you're also aware, a substantial <br />buffer zone is required ahead of mining, not only for the winter pits but all <br />associated activities i.e., drilling, blasting, access, equipment, power cable, etc. <br />Operationally the timing couldn't be better for promoting reclamation success. <br />A large area southwest of the box cut area is presently being graded, much <br />of the area is currently awaiting topsoil replacement. Direct hauling is always <br />the preferred method of topsoil replacement. Direct hauling of topsoil greatly <br />aids in reclamation by maintaining soils that are high in organic matter, have <br />viable microbial populations, and have quantities of viable seeds and regenerative <br />plant materials such as roots, rhizomes, and tillers. An added benefit to the <br />aforementioned is the moisture conditions. The replaced topsoil will be able <br />to take advantage of the fall and winter precipitation. <br />C1 <br />
