The final date <br /> for receiving comments is the 20th day after the fourth publication or the next <br /> regular business day. <br /> All notices must be published in a newspaper of general circulation in the <br /> locality of the proposed mining operation and mailed to the landowners as set <br /> forth in the Colorado Mined Land Reclamation Rules and Regulations.
