Revised 1/11/80 <br />Section 816.114 Continued <br />• Topsoil from areas in Eckman Park not containing any <br />woody plant material and topsoil presently in topsoil stock- <br />piles at Energy Mines No. 1 and 7. will be mulched with the <br />presently approved annual grains described in section <br />81G.114(c). <br />In addition to the organic and inorganic mulching prac- <br />tices, other erosion control measures will be used on all <br />disturbed sites. Spoil regrading will be conducted in such <br />a manner as to minimize the possibility of long uninterrupted <br />slopes as described in section 780.16(b) - Back Filling and <br />Regrading Plan. Respreading of topsoil will be done along <br />the contour to minimize the possibility of surface erosion. <br />• Moisture penetration of respread topsoil will be enhanced by <br />chisel plowing on the contour and by contour furrowing. The <br />effectiveness of these surface manipulation treatments has <br />been dramatically documented in the tlulching and Soil Sta- <br />bilizing Techniques of section 780.18(b), wherein the in- <br />creased water detention capacity caused as a result of these <br />two treatments is described. The effectiveness of such sur- <br />face manipulation treatments to control erosion is documented <br />in Clvde, et al. (1978), and Do1lhoDf, et al. (1977). Dollhopf <br />has reported that for three surface mined sites in Montana and <br />North Dakota, runoff and gully formation on those areas with <br />these surface manipulation methods was unobservable. <br />All of the proposed organic mulches will be anchored to <br />• the soil surface to assure maximum effectiveness.
