Section 816.114 (a)
In addition to organic and inorganic mulching practices, other erosion
control methods vrill be used on reclaimed sites. Spoil will be
regraded to minimize long uninterrupted slopes. Respreading of topsoil
will be done along the contour and will be follc~ti~ed with chisel plowing
and contour furrowing. The effectiveness of such methods to control
erosion are documented in Clyde, et al. (1978) and Dollhopf, et al.
(1977). Dollhopf reported that gully formation was reduced nearly 60
percent through addition of topsoil and that surface runoff from
rainfall on sites treated with these surface manipulation methods was
unobservable.
(b) When required by the regulatory authority, mulches shall be
mechanically or chemically anchored to the soil surface to assure effective
protection of the soil and vegetation.
As previously approved, CYCC will not use cereal grain mulches. Some
• areas will receive reapplied topsoil which has been treated vrith the
Madge rotoclear. Such treatment incorporates the woody material of
premining areas into the topsoil. A71 areas will be incised o-rith
contour furrows following seeding.
(c) Annual grasses ar~d grains may be used alone, as in situ mulch, or in
conjunction with another mulch, when the regulatory authority determines
that they will provide adequate soil erosion control and will later be
replaced by perennial species approved for postmining land use.
Colorado Yampa Coal Compar~y will not use cereal grain as mulch. As
approved, soil manipulation techniques will be adequate to stabilize
topsoiled areas.
(d) Chemical soil stabilizers alone, or in combination with appropriate
mulches, may be used in conjunction with vegetative covers approved for the
postmining land use.
•
Generally, chemical soil stabilizers will not be used.
81E-152 Fevised G4/22/87
