The City of Black Hawk submitted comments on December 30`h, 2004 to the <br />Colorado Division ofMinerals and Geology (DMG) regarding the permit. In its comment letter, the <br />City: 1) endorsed and reiterated several objections lodged by others, including, but not limited to, <br />the proposed mine's impacts on the area's water supply, wildlife, drainage, erosion control, and <br />concerns regazding site restoration; 2) endorsed and further elaborated on the need for compliance <br />with Gilpin County's Special Use Review Permit requirements; and 3) raised various issues <br />regazding the expired Colorado Deparhnent of Transportation's (CDOT) state highway access <br />permit. <br />On March 25`h, 2005, the applicant submitted a Response to Adequacy Review to the DMG in <br />support of the permit application. Anew public notice and comment period for amendments to the <br />permit was published on May 6`h, 2005 in the Weekly Register (page 6). Comments regazding the <br />amended permit application are due to the DMG by May 26~h, 2005. The City ofBlack Hawk hereby <br />submits the following comments: <br />I. WATER SUPPLY <br />1. Water Supply for Mining Operations: <br />Per the application: For the first ten years of mining operations, the only proposed water use is for <br />dust suppression and possibly for imgation of revegetated areas. The initial water requirement <br />estimate is 30,000 gallons per day. All water to be used will be trucked onto the site. Bottled water <br />will be used for employees and portable toilets will be used for sanitation.
