The applicant must provide all the necessary permits, licenses, and approvals before <br />initiation of mining operations. <br />32. The Board must consult the local County Commissioners before approving a new <br />reclamation plan. <br />33. The containment plan and spill prevention measures to be used should be specifically <br />identified. <br />34.
