It is our hope <br />that by addressingq the following, you will provide application <br />approval, at whicfi time the bond forms will be completed and surety <br />provided so that a permit can be issued. <br />Disturbed alluvium, if not totally removed during the operation, <br />will have a minimum gradient of 3:1 upon being reclaimed. <br />I apologize for your confusion regarding a Geologic Hazard <br />investigation which may be required by the City of Ouray. This will <br />only be requested by the Cit~, if and when, an application for a <br />building permit or 3eveopmen plans are submitted. These will only <br />be submitted once the alluvium and waste rock has been removed from <br />the site, and there is a level building/development area at the <br />conclusion of the MLRH involvement. <br />Your concern that "debris may damage the highway!' plus "damage <br />to structural development (buildings) on the site during the life of <br />the permit", are addressed as follows: <br />]. As stated previously, there will be no buildings <br />constructed or used during the removal, screening <br />or transportation of the alluvium/waste rock. <br />Althouggh no debris has historical)yy reached the higghway <br />from this drainage, and even thouggh by removing material <br />from the resent "alluvial fan" there will be aJditional <br />room crea~ed for ppotential debris`, it is proposed to <br />continually rovide grading and.:natural barriers (berms) <br />at the top opf the remaining material, as removal proceeds, <br />which would direct an water and/or debris to the north, <br />along the,base of cli~fs. This will prevent any material <br />from flowing over the pile and towards the direction of <br />the highway. If the project is terminated prior co the <br />total removal of the material, it is proposed_to leave <br />these berms in place on the toP of the remaining material <br />and not to bond for the removal of the berme. <br />Tc suppport the argument regarding vegetating similar <br />envircJamenEs, during the summer of 1997, the City of Ouray broadcast <br />donated barley seed on portions of the North ouray Corridor project, <br />where only river gravel and sand was present.
