A <br />certified blaster will detexxnine the amount of explosive, decking, delays, and ster*+ming required for • <br />each blast hole. <br />Goal and parting drilling and blasting procedures are performed in the same manner as the <br />overburden, except the drill pattern may be slightly smaller, 8' x 8' to 15' x 18', due to the smaller <br />thickness of material to be blasted. More packaged products may also be used if increased moisture in <br />the holes exists. <br />To insure proper fragmentation, control or ground vibration, air shock, and fiyrock, and to minimi>e <br />dust generation, various delay systems will be placed in the blast pattem. These systems include <br />noiseless trunkline primadet delays, MS surface connectors, Detaline connectors, and MS-LP <br />NONEL primadet down hole delays. <br />The certified blaster in charge of the blasting operation will ensure that access roads into the blasting <br />azeas aze physically barricaded or blocked, the entire blast azea is checked for unauthorized persons of <br />livestock, and give instructions to sound the warning signal of an impending blast. After the shot has <br />been fired, the all-cleaz signal will be given upon instructions from the blaster afrer the blast site have <br />been inspected for any potential hazards. • <br />All drilling, loading, and blasting of drill holes will be performed in accordance with the Colorado <br />State <br />Goal Mining Laws (Article 1Q Section 2 and Article 11, Sections 1-12), Mine Safety and Health Act <br />(30 CFR 77, 1300-77.1304), Federal Bureau of Alcohol, Tobacco and Firearms (BATE), Internal <br />Revenue Service (Title 26, Part 181, Commerce in Explosives), and Seneca Coal Company (Seneca) <br />safety rules and regulations. <br />Blasting Limitations <br />Airblast. Electric blasting caps, noiseless NONEL detonating equipment, and various delay systems <br />will be utilized to control airblast effects. Aitblast will not exceed the limits in Table 14-1 at the <br />location of any dwelling, public building, school, church, ox community or institutional building, <br />outside the permit azea unless such structures aze owned by Seneca and are not leased to any other <br />person.
