Exhibit E - Reclamation Plan <br />After reviewing the soils infonnation provided in exhioit D, it <br />notes salvageable soil ranges from 5 inches to 9 inches. <br />Therefore, it is unclear how you plan to spread 6 inches to 12 <br />inches of topsoil over reclaimed areas. <br />How many and what procedure will be used to transplant the <br />willows around the pond area? <br />Please specify the seed mixture on a pounds pure live seed per <br />acre (lbs PLS/AC) and total lbs PLS/AC planned to be seeded <br />basis. Wliat method (eg.: drilled, broadcasted) of planting will <br />be used? <br />Since the area is to be reclaimed for deer and elk winter range, <br />the staff believes the grasses planned to be seeded will be <br />covered by snow during the winter. Therefore, the staff <br />recorrunends seeding grass species but also planting some wildlife <br />palatible shrubs (ey.: mountain mahogany, service berry, etc.). <br />Will the Processing Plant be removed? This area will have to be <br />reclaimed and seeded. <br />5. What final slopes are planned for the pond? Please consult Rule <br />(i.l(f) page 44 of the Rule-and-Regulations For maxirnum allowable <br />slopes. <br />Will any mulches be used on reclaimed areas? If so please <br />specify type and amouni. <br />D. Exhibit G - Adjacent Landowner Notification <br />1. The staff applauds your efforts to notify all adjacent <br />landowners prior to submitting your permit application. <br />However, pursuant to C.R.S. 1913, 34-32-112(10)(c), "...the <br />~~ applicant shall rnail a copy of such notice (ie.: notice <br />~} published in the local paper) immediately after first <br />s' ~(~ublication fur all owners of the rights owe affected land, <br />to the owners of record of immediately adjacent landowners, <br />and...". Please supply this new proof of landowner notification. <br />E. E~x~hibit H - Reclamation (,osts <br />From the infonnation you provided, total reclamation costs would <br />~' be $5,652.90 ($628.10/acre times 9 acres). However, the maximum <br />,~~ financial warranty for this permit type (ie.: Limited Impact <br />~- ~ Operation) is $5,000.00.
