Attached are the incomplete letters for each pit.
Because in each of the pits the affected land will eventually encompass ten (10} or
more acres, each application must be considered as a "Regular Operation" (Rule 1.1
(26), pg. 4, and Rule 2 pgs. 13-23 of the Rules and Regulations) and processed as
such.
Unfortunately, there must have been a misunderstanding between the staff and your-
self when they visited you sometime back concerning the application procedures and
what constitutes a minimum amount of information needed by this Division. We are
not looking for major environmental textbooks written on each pit, but we do have
to be able to assess environmental considerations of the mining and reclamation plans.
Therefore, as I discussed with Sandy on the phone, if we could arrange a meeting time
soon where I could bring along some relatively simple applications that other counties
have done as examples to show regarding procedures and format, I think we can clear
this up and help bring Yuma County in compliance with Colorado law. It will also
help avoid any possible legal hassles, etc. sometime down the road-
If you have any questions concerning this, please feel free to contact me.
Sincerely,
Mike Stanton
Reclamation Specialist
Enclosures
MS/jm
