,, r <br />2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND <br />MINING ACTIVITES <br />This technical revision does not affect the underground mining activities <br />approved in the Mountain Coal Company Mining and Reclamation Permit <br />No. C-80-007. All current underground miffing activities information is <br />included in the permit document <br />2.06 REQUIREMENTS FOR PERMITS FOR SPECIAL CATEGORIESS OF <br />MINING <br />(9) Coal processing plants or support facilities not located within the permit area <br />of a specifzed mine; and <br />This technical revision includes the addition of a small laydown and storage <br />area of approximately 1.48 acres located outside of the current permitted <br />area, to serve as support for exploration and underground fire suppression <br />activities. <br />2.06.10 <br />(1) SCOPE 2.06.10 applies to any person ivho conducts or intends to <br />conduct surface coal mining and reclamation operations utilizing coal <br />processing plants or support facilities as described in 4.04 not within a <br />permit area specific to the mine. Any person who operated such a <br />processing plant or support facility shall have obtained a permit front the <br />Division or Board under the regulatory program in accordance with the <br />requirements of 2.06.10. <br />As the laydown and storage area is a support facility for the West Elk <br />Mine outside of the currently permitted area the provisions of Rule <br />2.06.10 apply and are detailed in this document. <br />(2) Any application for a permit operations covered by 2.06.10 shall <br />contain in the mining and reclamation plan, specific plans, including <br />descriptions, maps, prepared to the standards of 2.10, and cross-sections <br />of the construction, operation, maintenance, and removal of the <br />processing plants and associated support facilities. The plan shall <br />demonstrate that those operations will be conducted in compliance wide <br />4.28. <br />All operations will be conducted in compliance with Rules 2.10 and <br />4.28. Figures depicting the operation plan, with sediment controls and <br />the reclamation plan with cross-sections of the site graded <br />approximately to original contours are attached. <br />After the exploration and underground fire suppression activities are <br />completed the disturbed area will be scarified, with gravels being <br />7 <br />
