~, ,
(6) Minimize damage, destruction, or disruption of services provided by oil, gas,
and water wells; oil, gas, and coal slurry pipelines; railroads, electric and
telephone lines; water and sewage lines which pass over, under or through
the permit area, unless otherwise approved by the owner of those facilities
and the division.
4.05 HYDROLOGIC BALANCE
4.05.1 GENERAL REQUIREMENTS
The rules of the general requirements will be carried out as stated.
4.05.2 WATER QUALTTYSTANDARDSAND EFFLUENT LIMITATIONS
No water from surface or underground mining activities will be
associated with this technical revision. All runoff will be diverted
around the laydown and storage area through sediment controls and
diversion channels. Sedimentation ponds and treatment facilities
should not be necessary to meet the applicable State and Federal
water quality requirements, due to the small size (1,48 acres) of fhe
disturbance and the nature of the activities, staging area for
exploration and underground lire suppression activities, per
4.05.2(3)(a). Silt fence and sedimentation traps will be maintained in
place to control siltation associated with runoff from the laydown and
storage area. Design of sedimentation controls based on the Greystone
Consultants 2-acre pad study, attached.
4.05.3 DIVERSIONS AND CONVEYANCE OF OVERLAND FLOW AND
SHALLOW GROUND WATER FLOW, AND EMPHEMERAL STREAMS
DRAINING A WATERSHED LESS THAN ONE SQUARE MILE.
Mountain Coal Company will place sediment traps in the diversion
channels to control runoff associated with the exploration and
underground fire suppression activities.
4.05.4 STREAM CHANNEL DIVERSIONS (RELOCATION OF
STREAMS) AND STREAM CHANNEL RECONSTRUCTION
No streams occur in the project area under consideration for this
technical revision. Pre-existing culverts divert drainage from two
ephemeral streams under the existing road. Mountain Coal Company
will maintain the culverts during usage of the laydown and storage
area.
10
