~.,~~ <br />s-~ <br /> <br />TR-106 Support Facilities Not Located llrthin PertnitArea <br />1.0 DVTRODUCTION <br />Mountain Coal Company is submitting this technical revision for the inclusion of a <br />small staging pad, acting as a support facility, outside of the currently permitted <br />area. This area will be utilized as a laydown area, and temporary storage space for <br />equipment supporting exploration drii[ing and nndergrouad fire suppression <br />activities for West Elk Miae. <br />The laydown and storage area is located on the shoulders of a United States Forest <br />Service (USES) unpaved road, near the intersection of USFS 710 and 711. Right-of- <br />entry information is included with this technical revision. The project area is <br />parallel to the Dry Fork of the Minnesota Creek. A stream buffer zone of 100 feet <br />will be signed and posted by Mountain Coal Company. Oae small ephemeral <br />drainage from a nearby a gulch runs under the USES road through pre-e~sting <br />culverts. While Mountain Coal Company has no information on the original <br />placement of the culverts (one is for road ditch cross-drainage) they will be <br />maintained daring Mountain Coal Company's use of the Ltydown and storage area <br />The area will typically store diesel fuel, lubricants, nitrogen foam, casing, drill pipe, <br />seed, mulch, fertilizer, silt fence, straw, straw waddles and other supplies associated <br />with drilling and underground fire suppression activities occurring elsewhere and <br />reclamation activifies. All of which will be stored in the appropriate containers to <br />ensure that no leachate occurs and surface runoff does not degrade surface or <br />groundwater, fu-es are prevented, and that the area remains stable and suitable for <br />reclamation and revegeta6on compatible with the natural surroundings. The area <br />will also be used as a parking location for the drill rigs, tracks, front-end loaders, <br />dozers, flat bed tracks and other support equipment. A portapotty is an site located <br />in the bermed areas with other storage containers. Solid waste from the exploration <br />drilling and underground fire suppression activities will be contained in the storage <br />area in a temporary storage container. <br />The area has been signed and Mountain Coal Company affected area boundary <br />signs have been placed in the area Topsoil was not salvaged as this area has been <br />historically used as a parking lot for recreational ATVs, RVs, sledding, and <br />recreational enthusiasts as evidenced by the USES road easement. <br />Q-/aG <br />R-pdPore~ 2!/0`06 1 <br />
