• Srormwater Manayrmrnt Plm~ Waste Minimization and Pollution Prevention Kaiser Steel Resources does not have waste materials stored at its reclaimed mine site. Materials Containment The SWMP for the Reclaimed Colorado Coal Mine No. 1 does not include information and procedures for the prevention and containment of spills of materials used, processed or stored at the site which if spilled would have a reasonable probability of having a detrimental impact on the waters of Colorado. Kaiser Steel Resources does not have such materials present at the Reclaimed Colorado Coal Mine No. 1 and will therefore provide a letter to the Colorado Department of Health citing the lack of these materials as part of its first annual report on the SWMP. Effluent Limitations and Monitoring Requirements Kaiser Steel Resources will monitor the effluent parameters shown in Table 1 in order to obtain an indication of the probable compliance or non-compliance with the post-mining • outfall effluent limitations required by the Colorado Department of Health at the Reclaimed Colorado Coal Mine No. 1. Kaiser Steel Resources is using these limitations which apply to outfalls serving surface areas which have been returned to required contours, and on which revegetation work has commenced. Table 1 also shows the discharge limitations (maximum concentrations), measurement frequency and sample type for these effluent parameters. Discharge of stormwater is however unlikely at the site. Reporting Monitoring results obtained by Kaiser Steel Resources for the Reclaimed Colorado Coal Mine No. 1 during the previous 3 months will be summarized and reported on Colorado Department of Health approved discharge monitoring report forms, attached here in the Appendix. Kaiser Steel Resources will submit its quarterly reports by April 28, July 28, October 28 and January 28 for the previous, respective quarter. If no discharge occurs during the reporting period, "No Discharge" will be reported. 3
