~ Stormwater Management Plan <br />..Y.:~'~^.'.C~~..t5~' `M."~`LS~.".M.:9KR: .~. .SiC.~'G[.6.`»`:~T:'ti6^.:S'.".1.'S'h`3:.'.:)l.:T.:'fc::(^~•".v.':.".FF.`J.:6:5.::.::'.:'+AY"::.;f`::::CC:S::PI.:F:.n::C'La":L:L~G..''i:::~n".".'X9.:::R:. <br />Introduction <br />Kaiser Steel Resources is required to develop and implement a Stormwater Management <br />Plan (SWMP) for its Reclaimed Colorado Coal Mine No. 1 in Huerfano Counry, Colorado <br />to comply with the CPDS Permit (No. CO-G-850010) issued for the site. The SWMP <br />requires Kaiser Steel Resources to coordinate Best Management Practices to reduce or <br />eliminate pollutants reaching state waters from areas not limited by effluent limitations. <br />Kaiser Steel Resources is required to submit the SWMP to the Colorado Department of <br />Health for review within six months after the date of certification. This SWMP includes the <br />following elements: an introduction to the SWMP; general limitations for discharge; <br />Stormwater controls; schedule of activities; plan availability; statement of certification; <br />personnel responsible for Stormwater materials containment; effluent limitations and <br />monitoring requirements; reporting; sampling and analysis methodology; records; best <br />management practices; and, an appendix containing Discharge Monitoring Reports. <br />Kaiser Steel Resources' Stormwater management focuses on incorporating a variety of <br />activities into the SWMP. The most important element of this SWMP is the complete and <br />total reclamation of the Colorado Coal Mine No. 1 under the requirements and regulation <br />• of the Colorado Division of Minerals and Geology, reducing or eliminating pollutants from <br />reaching the waters of the U.S. or the State of Colorado. No Stormwater discharges have <br />occurred at the mine site. Any Stormwater discharge from the site would flow to the <br />Huerfano Draw and to the Arkansas River. <br />Kaiser Steel Resources' SWMP will provide analysis of Stormwater discharge (if any) and <br />will use the wmmon sense approaches such as preventing other pollutants from getting into <br />Stormwater, accomplished by project personnel who are knowledgeable about the Reclaimed <br />Colorado Coal Mine No. 1. <br />General Limitations for Discharge <br />C~ <br />Since all surface facilities at the site have been reclaimed, Kaiser Steel Resources will not <br />discharge sanitary waste, floating solids, and will not add chemicals to its Stormwater <br />discharge, if any. <br />1 <br />
