There will be no full extraction mining during the first five {5) years of the proposed mine plan sequence under the Big <br />$ottom area. Please refer to Section 2.05.3, Operation Plan - Pemut Area, for mine plan details. The only surface facilities, <br />which will cause disturbance in the Big Bottom area will be associated with the ground water monitoring wells. The surface <br />disturbance associated with the ground water monitoring wells will be insignificant relative to the large aerial extent of the <br />Big Bottom area. <br />Williams Fork River Alluvial Valley Floor <br />There will be no full extraction mining during the first five-(5) years of the proposed mine under the Williams Fork River <br />alluvial valley floor. Please refer to Section 2.05.3, Operation Plan -Permit Area, for mine plan details. All surface <br />facilities located on the Williams Fork River alluvial valley floor in association with the No. 5 and No. 6 mines will be <br />reclaimed. The area will be reclaimed to flood irrigated hayfields. Sloped areas, such as the No. 5 portal faceup, will be <br />returned to the rangeland wildlife habitat. <br />A complete discussion of the Yampa and Williams Fork Rivers Alluvial Floors are included in the following sections <br />2.06.8 -Surface Coal Mining and Reclamation on Areas or Adjacent to Areas Including Alluvial <br />Valley Floors <br />• 2.05 -Minimum Requirements for Operation and Reclamation Plan <br />• 2.04.7 -Hydrology Information <br />If, in future five-(5) year mine permit submittals, full extraction mining is anticipated under either the Yampa or Williams <br />Fork River Alluvial Valley Floors, information concerning the impacts of these proposed mining operations will be <br />included in those submittals. <br />Rule 4.24.4 requires specific information describing environmental monitoring programs for alluvial valley floors. The <br />hydrologic monitoring program for the Williams Fork and Yampa rivers alluvial valley floors is presented in Exhibit 29. <br />4.25 OPERATIONS ON PRIME FARMLANDS <br />As described in Section 2.04.12, Prime Farmland Investigation, EC has researched historical land use information and <br />evaluated data on soil resources in the permit area. The results of this investigation indicate that no areas, which could be <br />classified as prime farmland, exist within the areas to be disturbed by EC. Accordingly, EC has requested a negative <br />determination for all areas to be disturbed within the permit boundary as lands having value as prime farmland. Based upon <br />this request for a negative determination, the performance standards of this section are not applicable. <br />4.26 MOUNTAINTOP REMOVAL <br />EC does not plan any surface coal mining activities; therefore, this section of the performance standards is not applicable <br />4.27 OPERATIONS ON STEEP SLOPES <br />EC does not plan any surface coal mining activities; therefore, this section of the performance standards is not applicable <br />Permit Revision 04-34 4.01-14 Revised 7/2/04 <br />
