4.11.3 RE'T'URN TO UNDERGROUND WORKIIVGS
EC does not plan to return any coal mine waste to underground workings.
4.11.4 DISPOSAL OF NON-COAL WASTE
All non-coal waste is disposed of in the Moffat County landfill.
4.11,5 DAMS AND EMBANKMENTS
EC has no plans to construct any dams or embankments of coal processing waste, and no coal processing waste will be
impounded in conjunction with the mining operations or related activities. Therefore, the requirements of this section are
not applicable.
4.12 SLIDES AND OTHER DAMAGE
EC has reviewed all available geologic and geotechnical information relating to the EC site and has developed an operation
plan, which ensures the stability of all portal and facility areas.
With any mining operation, a potential exists for minor slides to occur. Should a slide occur which would potentially affect
public property, health, safety, or the environment, EC will notify the CDMG, and in cooperafion with the CDMG, develop
and implement any corrective measures, which may be required.
4.13 CONTEMPORANEOUS RECLAMATION
All backfiliing, grading and topsoil replacement operations will be conducted as contemporaneously as possible. The
reclamation plans and timetable for the various disturbed areas are presented in Section 2.05.4 Reclamation Plan.
4.14 BACKFII.LING AND GRADING
EC will backfill and grade all areas disturbed incident to underground mining activities in accordance with the time
schedule approved by the CDMG as a condition of the permit. The reclamation plan for all active disturbed areas is
presented in Section 2.05, Mining and Reclamation Plan. The reclamation of the Williams Fork Strip Pit is presented in
Exhibit 24, Williams Fork Strip Pit Reclamation Plan, respectively.
4.15 REVEGETATION REQUIREMENTS
4.15.1 GENERAL REOUB2EMENTS
EC will establish a diverse, effective, and permanent vegetative cover on all disturbed areas within the permit boundaries.
The vegetative cover will consist predominantly of native species and will include adaptive introduced species identified as
valuable and compatible with the post-mining land use.
The revege[ation techniques outlined in Section 2.05.4, Reclamation Plan, will be utilized to establish vegetative cover on
disturbed areas. The objectives of revegetation efforts will be to provide a vegetative cover, which will stabilize replaced
topsoil material and provide a level of erosion control equivalent to that occumng prior to mining disturbance.
4.15.2 USE OF INTRODUCED SPECIES
EC plans to utilize three (3) different seed mixtures to establish permanent vegetation in areas disturbed by the mining and
related operations. These seed mixtures are presented in Tables 64 through 66, Seed Mixture -
Permit Revision 04-34 4.01-9 Revised 7/2/04
