Walther <br />Executive Director <br />Charles E Bedford <br />Division Dueclor <br />Dear Mr. Keffelew: <br />The State Land Board has issued a lease to Castle Concrete for portions of Table <br />Mountain just off Highway 115 south of Colorado Springs. As you know, an abandoned <br />quarry exists in the lease area for which extensive reclamation is needed. The Land Board <br />Commissioners toured the property, recognized the necessity for reclamation and directed the <br />staff to issue a quarry lease to Castle with a clear understanding as to what the reclamation <br />would entail. <br />The long-term plan for the property leaves open the option to develop it commercially <br />that may include ranchettes or similar uses. The Land Board also sees Table Mountain as one <br />of the very nice tracts of property of great interest to our Public Access Program. Its primary <br />uses have been grazing and scattered mining activities. The Land Board views mining as <br />temporary, the results of which will make the property safer for future uses. <br />The main access to the top of the mountain and to the north face is a fairly good road <br />leaving Highway 115. This road usually is heavily traveled. Only lately did the Board curb its <br />use to persons having a legal access right such as High Plains Stone, Western Nutrients, Castle <br />Concrete, Division of Wildlife managers, Colorado State Forest agents, and parties accessing <br />the federal parcels in this area. Soon, a grazing lessee will be reinstalled on the property. All <br />of these parties will continue to have a right to use the access road. <br />The Land Board is responsible for road upkeep and contracts for maintenance. In many <br />cases (such as Rio Grande Portland Cement in Pueblo) the lessee will assist in road <br />maintenance. This is what we envision for the multiple use access road at Table Mountain. The <br />Land Board is responsible for the road. It will allow and encourage upgrades to the road <br />because these modest improvements will benefit the property long after the mining and <br />reclamation is complete. <br />Since this is the main access road, we would prefer that it not be included in the <br />reclamation permit area. We anticipate continued use of this road by other authorized users, <br />and inclusion of this road in the reclamation permit area complicates our management of this <br />Luanne C.
