Exhibit 60C <br />Subsidence Evaluation and 2004 Geologic Hazard Field Observations <br />West Flatiron Lease Area <br />Based on past annual observations of mining influences on rockfalls in the Apache Rocks and <br />Box Canyon mining areas, it is unlikely that the mining of longwall panels 18 through 21 will <br />affect areas of low to high rockfall potential. This includes the entire West Flatiron lease, except <br />the rockfall-landslide area located at the southeast edge of longwall panel 21 where the local <br />rockfall potential is very high.
