The affected land is located one-half mile <br />south and two and three-quarters miles west of Silt, Colorado. <br />In order to reach the property, one exits Interstate-70 at <br />Silt (Exit 97) and proceeds east on the south access road a <br />little less than one-half mile to a north-south road, thence <br />south about one-half mile to another east-west road, thence <br />west a distance of approximately 3.6 miles to an overpass <br />which crosses I-70. The affected land is just north of the <br />highway overpass (see Exhibit B, Index ~9ap). It is the <br />operator's understanding that the highway department intends <br />to build an exit ramp to the overpass at this point. On the <br />new state highway map this exit is designated Exit 94. Such <br />an exit would give easy access to the Garfield County Airport, <br />which is less than one-half mile southwest of the overpass. <br />History. Approximately 170.06± acres are included in the <br />affected land which will be known as the Loesch Pit. In late <br />1980 the operator was granted an option to purchase the prop- <br />erty with the understanding that if the sand and gravel <br />deposit thereon was of commercial quality, the operator would <br />exercise the option. Tests were conducted in early 1981, and <br />the deposit was judged to be of a quality to warrant mining <br />development. A contract for purchase of the property by the <br />operator will be consummated by June 1, 1981. <br />Current Conditions. Map Exhibit C shows the outline of <br />the affected land, touching landowners, topography, hydrologic <br />-5- <br />
