This report is written to address the concerns identified in the adequacy review of the above
mentioned permit application regarding groundwater issues, in particulaz issues raised regazding
the file drains and impacts to localized groundwater levels.
In response to concern #3 listed under Exhibit D -Mining Plan regarding the protection of the
existing the drains in compliance to Rule 6.4.19, the following steps have beeq taken. The
existing file drains were field located with the assistance of Mr. Shawn Hoff, Poudre River Water
Commissioner, and the farmer who has historically farmed portions of the mining area, Mr.
Richazd Goetzel. The existing the drains are illustrated on Figure 1 for your reference.
Tile Drain #1 that is located between Cell 4 and Cell 5 will not be physically disturbed by
the mining operation. The drain will remain intact throughout the operation. Due to the
uncertainty regarding the existing condition of the drain a new drain will be placed
parallel to the existing drain to ensure adequate drainage. The new drain will have an
equal cross-sectional area plus an additional 25%cross-sectional area to further enhance
the drainage and also prevent potential ground water mounding due to the installation of
the liner. The drain will be placed at the same elevation of the existing drain.
Tile Drain #2, located just to the east of Cell 5, will remain intact and will not be affected
by the mining operation.
Tile Drain #3 that is located approximately in the middle of the Orr Minor Subdivision
will also not be disturbed by the mining operation.
Tile Drain #4 that originates in the eastern portion of the Orr Minor Subdivision and
flows to the southeast will be altered by the mining operation. To compensate for the
alteration of this drain a new drain will be constmcted. The new drain will originate in
the northwest comer of the subdivision and will flow to the east paralelling "O" Street to
the northeast comer of the subdivision. At this point the drain will flow south along the
