CRUSHING AND STOCKPILE AREAS -The excavated gravel resource is crushed and stockpiled <br />according to size within the extraction area. Maximum processing is approximately 3,000 tons per day. <br />Since a portable crusher is used, the location of the gushing operation changes as the mining proceeds <br />across the resource area. Crushing apparatus wilt be operated under the stipulations contained within <br />the Construction (Air) Permit issued by the Colorado Department of Public Health and Environment. <br />Approximately 20,000 tons of used asphalt pavement and concrete rubble may also be stockpiled within <br />the extraction area for future gushing. Once the asphalt and congete are gushed to proper size, it is <br />stockpiled for use as recycled materials in new construction. <br />HAUL ROAD -Private drive access to the site is gained from River Road which is welt maintained and in <br />good repair. Anew 150 foot long paved surtace haul road will be constructed between the roadway and <br />the mine site together with a new 750 foot long acceleration lane along the south side of River Road. The <br />alignment of the haul route extends to the mine floor and is shown on the accompanying Mining Plan <br />Map. <br />The haul road location will not change between the point at which it reaches the mine floor and River <br />Road, unfit the fast phase of mining occurs. <br />The following minimum standards will be incorporated into the haul road construction ~" s. <br />~~~i~ <br />• 28 foot paved width with 3 foot gravel shoulders <br />• Eight inches of wmpacted Class B Aggregate Base Course surtace ®7 ~ <br />• SD foot returns <br />• 18 inch culvert ~~nd.Lu~tti~Gcr~dCt_ ,, <br />Stop sign IA6viglon of Itititt 8, C.=v,~9Y <br />• Any other improvements required by Mesa County's Access Permit <br />Speed limit and other traffic control signs will be installed along the entire length of the haul road and <br />within the mine site. Water will be used on a continual basis to control dust on the haul road and within <br />the mining area. <br />PETROLEUM STORAGE- There will be no permanent storage of fuel on the site. However, a 10,000 <br />gallon portably diesel fuel tank will be located near the gravel crushing unit when it is present. All fuel will <br />be stored in above ground steel tank(s) and will have impervious lined containment dikes to prevent any <br />discharges of fuel from leaving the site or percolating into the ground. The compacted soil dikes are to be <br />constructed in a fashion to contain at least 110 percent of the volume of the largest fuel storage vessel <br />within the containment area. A policy for the handling and disposal of hazardous waste will be <br />established for the operation. A key element of the policy will indude annual !raining for all workers at the <br />fadlity for spill containment and controls in the event that a spill should occur. Another component of the <br />policy includes notfication of appropriate regulatory agendes when a release of more than 25 gallons of a <br />petroleum product occurs. A reportable spill of any toxic or hazardous substance (including spill of <br />petroleum products) within the permit area are reportable to any Division of the Colorado Department of <br />Public Health and the Environment, the naiional Response Center, the Colorado Emergency Planning <br />Commission, a local Emergency Planning Commission, a locel Emergency Planning Committee, or the <br />Sate Oil Inspector. The operator shall notify the Office of a reportable spill within the pennR area using <br />the same timeframe required by the permit, license, notice, Act, Rule or Regulation governing the <br />reporting of the spill to the appropriate agency. Notice of a reportable spill shall be Faxed to: Minerals <br />Program Supervisor, Division of Minerals and Geology, FAX (303) 832-8106. The FAX shall include a <br />call-back number of a responsible company ofricial for DMG staff to use as a contact. <br />Rev. 03/03!06 <br />
