and the topography of the area to be reclaimed will be considered. Soils will be
reconstructed according to the postmining land use needs, the topography and the
vegetation requirements of [he restored plant communities. Fertility evaluations will be
performed, and amendments will be applied as needed.
Contemporaneous Revegetation - Revegetation operations will be performed as
contemporaneously as is practicable. Seedbeds will be properly prepared and seeding
expeditiously performed to ensure that maximum germination and seedling establishment
are realized. Mulches or other surface treatments will be applied as needed to provide
temporary stability and [o promote seedling germination and establishment. Both
temporary and permanent revegetdtion operations will be timely performed. The level and
types of operations to be performed will be determined by the nature of the revegetation
objectives and goals. For example, planting temporary stabilization mixes will entail less
planning and work than will be necessary for permanent revegetation plantings.
Judicious use of the procedures and practices outlined above will allow American Soda to
minimize disruption to the environment during development, ongoing operations and final
reclamation of areas disturbed for solution mining.
There may be reasons to modify this Soil Conservation, Erosion and Sediment Control,
Reclamation. and Revegetation Plan in the future based on the success of the activities
implemented, changes in resource man,~gement priorities and objectives, improved methods or
technology, or other valid reasons. Fot example, if final (post-mining) reclamation of
disturbance in the mining panels should prove to be unsuccessful, other methods may be
required and would be agreed upon through consultation with the BLM. It should be
understood that American Soda views reclamation and revegetation as dynamic processes and
assumes that .future modifications to the Plan are likely throughout the life of the project. Any
necessary modifications will be developed through consultation with the BLM and other
affected p:utics.
Amencan Sala L.L.P. 1-2
Soil Conservation, Flosion and Sedimrnt
Control.
