<br />Specific planting programs for such locations will be developed in consultation with the <br />agencies involved. The plans for these planting programs will include species and planting <br />arrangement and densi[V goals. Plant materials will be handled in accordance with nursery <br />specifications during vansplanting activities. Transplants will be placed in the early spring or <br />late summer. Transplanting ~vil(be scheduled to avoid or minimize frost heaving, take <br />advantage of optimum soil moisture conditions and maximize plant survival. Selection of <br />transplant materials will consider provenance, genetic origin and climatic zones as described <br />above for species selection in seed mixtures. <br />5.1.4 Noxious Weed Management <br />Noxious weed management is an issue of concern for developments that disturb the land <br />surface. In order to prevent or minimize the infestation and spread of noxious weeds, periodic <br />inspections of disturbed areas will be conducted to evaluate their presence and degree of <br />invasion. Noxious weed inventories will characterize the level of infestation prior to <br />disturbance, during the operational life of the project and in permanently reclaimed areas. <br />Appropriate management, control and eradication programs will be implemented whenever <br />noxious weeds are observed growing within the permit areas. The goals of weed management <br />are to: <br />• Initiate noxious weed convol within and immediately adjacent to the area to be disturbed <br />immediately prior to disturbance; <br />• Minimize the potential for vansponation and importation of noxious weed species; <br />• Educate field personnel in order to encourage compliance with weed management program <br />goals and assist with infestation identification and control efforts; <br />• Implement a coordinated and integrated noxious weed management convol program; and <br />• Conduct post-veatmen[ monitoring and continue or modify treatment measures as <br />necessary. <br />A list of weed species regionally classttied as noxious and known to occur or potentially occur <br />in the Yankee Gulch Project area is contained in Table 12. Noxious weed infestations will be <br />identified and delineated by yualified specialists between April I st and June 30th of each yeaz. <br />Annual management plans will be formulated based upon these inspections. Control programs <br />will be timely implemented. <br />Noxious weeds are spread through the dispersal of seed and/or the transport of plant <br />propogules. The most effective way to control noxious weeds is to prevent their introduction <br />into the disturbed areas. A combination of methods and practices may be employed to convol <br />the invoduction of weed species and their regeneration within the permit area. Weed convol <br />and eradication practices and methods include the following: <br />• Thorough cleaning of equipment before entering the project area; <br />• Noxious weed training for new hires and as pan of annual refresher training; and <br />Amencan Soda.
