<br /> <br />• Highly erodible soils or situations will be avoided whenever possible; <br />• Soils of the Thirteenmile Creek Tongue of the Green River Formation (Thirteenmile <br />Tongue) will be avoided whenever possible to protect occupied and potential habitat of <br />federally listed threatened plant species and other endemic plants; and <br />• Road, well pad, and facility placement will avoid disturbance to mature ponderosa pine <br />(Pinus ponderosa) trees whenever possible. <br />3.3 BMPs -DESCRIPTIONS AND SPECIFICATIONS <br />BMPs will be selected and deployed to control erosion and prevent sedimentation on a site- <br />specitic basis. Various methods, practices and structures will be holistically blended to achieve <br />the desired level of control and protection. The BMPs contained in The Plan have been <br />selected based on their ability to effectively eliminate or reduce erosion and sedimentation <br />during development, operation and reclamation of the Yankee Gulch Project. The main criteria <br />to be considered when selecting BMPs for a panicular application arc the specific erosion or <br />sedimentation goals to he achieved, site-specific physical characteristics, cost effectiveness, <br />and BLM and Colorado Division of Minerals and Geology ("CDMG") acceptance. BMPs will <br />be tailored to meet the site-specific requirements to which they arc applied. A BMP evaluation <br />matrix to select materials for specific applications may he used at American Soda's option <br />(Appendix A). <br />BMPs may be initially applied and/or reapplied during the project development, operational or <br />reclamation phases. Surface water runoff impacts, and erosion and sediment transport from a <br />site may be minimized or controlled by implementing the following BMPs: <br />• Placing diversion structures to channel undisturbed runoff away from disturbed surtiaces; <br />• Providing structures to collect, retain or treat runoff that contacts disturbed surfaces; <br />• Temporarily stabilizing areas during development and operation phases, and permanently <br />stabilizing and contemporaneously reclaiming them :LS operations arc completed: <br />• Locating roads and other facilities where their actual or potential effect on water quality is <br />minimized; <br />• Implementing good housekeeping practices such as proper storage and spill prevention, <br />especially when hazardous materials are handled: <br />• Properly designing, constructing and maintaining the project and the necessary control <br />structures and practices in a professional and workmanlike manner. <br />Temporary BMPs will be designed for short-duration periods or until permanent BMPs ate <br />implemented. Temporary BMPs will typically be used for periods up to one year or essentially <br />one winter and spring runoff season, but may be used for longer periods if appropriate. <br />Temporary BMPs may require significant maintenance depending on the extent of surface <br />American S,xla.
