TAB 1 <br />YOAST MINE PERMITTING HISTORY <br />Introduction <br />Seneca Coal Company (SCCI received State of Colorado approval to mine coal at the Seneca 1 Mine in <br />1965, at the Seneca II Mine in 1981, at the Seneca II-W Mine in 1985, and at the toast Mine in 1995. <br />All of the SCC operations are located in Routt County and are situated east and/or south of the town of <br />Hayden, Colorado. <br />The toast Mine is located approximately 4 miles southwest of the Seneca II Mine, 3.5 miles east of the <br />Seneca II•W Mine, and 7.3 miles southeast of the town of Hayden (see Figure 1-1, General Locationl. <br />Similar to the Seneca II and 11-W mines, the coal produced at the toast Mine is hauled over private and <br />county roadways by a private hauler to the Hayden Station Power Plant. The haulage distance is <br />approximately 8 miles one way. <br />Permitting History <br />SCC submitted an application for a new permit to the Division on November 16, 1994, received the <br />proposed decision to approve on July 5, 1995 and was issued Permit No. C-94-082. As shown in the <br />original application, SCC has had contractors inventory and study all the environmental disciplines li.e., <br />soils, geology, vegetation, wildlife, hydrology, and archaeology) at the toast Mine. Additionally, coal <br />exploration at toast began in 1963 and continued during four major periods -1963-65, 1980, 1988, <br />and 1990-92. The information gained from these studies aided in the development of both an <br />economical and environmentally acceptable mining and reclamation plan. <br />Following is a listing of the technical revisions (TR), permit revisions IPR), and permit renewals IRN) <br />submitted over the history of the toast Mine. <br />Technical Revision (TR-Oil was submitted on October 8, 1995 and updated the hydrologic <br />monitoring plan. The proposed decision to approve was issued on November 3, 1995. <br />Technical Revision ITR-021 was submitted on December 18, 1995 and addressed the cover <br />standard for concentrated shrub stands. The proposed decision to approve was issued on January <br />18, 1996. <br />Technical Revision (TR-03) was submitted on July 31, 1996 and updated the permit to address the <br />650 Dragline deadhead route. The proposed decision to approve was issued on September 3, <br />1996. <br />• <br />PR-02 1 Revised 03/05 <br />
