• 2 OS 4(2~ TOPSOIL (REDISTRIBUTIONI <br />Prior to EFMC's operation of the mine, the area was disturbed by previous mining <br />activities. Given the prior disturbance, only approximately 5,500 cy of topsoil could be <br />salvaged and stockpiled in two stockpiles for use in final reclamation. <br />Given the limited amount of available topsoil, EFMC proposes to place topsoil only on the <br />remaining refuse disposal area (5.7 acres) and proposed highwall backfill area (5.6 acres) <br />at a depth of 4.5 inches. On these areas, suitable topsoil substitute material will make-up <br />the remainder of the required four feet of suitable cover. All topsoil and substitute either <br />has or will be tested for suitability prior to revegetation. <br />Prior to topsoil and substitute topsoil replacement, the surface will be ripped to promote a <br />good bond between the two materials. The topsoil will be placed parallel to the contours <br />and the surface was left in a roughened state in order to minimize wind and water erosion <br />prior to seeding and mulching. <br />• Remaining disturbed azeas (17.3 acres) will not be covered with topsoil. Instead, EFMC <br />will test the existing surface materials for suitability, and if indicated by test results, add <br />appropriate soil supplements to enhance revegetation success. Suitability will be <br />determined using the parameters and criteria presented in the Wyoming Department of <br />Environmental Quality (WDEQ) -Guideline 1, with respect to topsoil. <br />If after testing, surface materials are determined to be unsuitable as plant growth medium <br />and suitability concerns can not be addressed through the addition of soil supplements, <br />EFMC will import additional topsoil. All soil testing results will be submitted to the <br />Division for approval prior to seeding. <br />EFMC submitted a Topsoil Suitability Report, letter dated October 19, 1994, to the <br />Division following thorough testing of soils placed during backfilling, grading and <br />topsoiling of the mine site. Through written correspondence dated November 15, 1994, <br />the Division approved the proposed soil substitute after review of the suitability report. <br />Based on the Division's findings, EFMC will not be required to import topsoil to be <br />placed on the reclaimed areas. <br /> <br />516 Revised: 2/ l4/OI <br />Technical Revision No. 21 <br />
