Rationale for Approval Recommendation May 8, 2001 <br />Four States Aggregates, LLC <br />Line Camo Pit. File No. M-2001-001 <br />address wildlife habitat or recreation post-mining land use. Additionally, the Act and <br />Rules do not require that affected lands be restored to resemble apre-mining natural <br />environment. Pursuant to Rule 6.4.5, the reclamation plan must support the post-mining <br />land use, as selected by the applicant, in consultation with the landowner. <br />DMG has reviewed the permit application and has determined that that the selected post- <br />mining land use is appropriate and that the reclamation plan appropriately supports the <br />selected post-mining land use. <br />12. Comments re/sting to potentia/ for adverse impacts to the qua/ity of water in <br />surface and groundwater systems, such as: <br />Mining wi// re%ase toxins, carcinogens, and heavy meta/s from the site to <br />groundwater the Dolores River, and McPhee Reservoir. <br />Proposed safeguards are insufficient to assure containment of, miners/ sa/ts, <br />chromates, toxic compounds, iron, any and a//other disso/ved sa/is, radon, l/Z'S, <br />and plutonium. <br />Concentrations of the toxins and carcinogens wi// increase when the a//uvia/ <br />groundwater aquifer is disturbed. <br />Lowering the water tab/e wi// concentrate disso/ved so/ids. <br />Mechanics/ crushing and washing wi// increase TDS and TSS. <br />The operation qua/ifies as a Designated Mining Operation (DMO/. <br />The operation wi// have toxic-forming and acid producing substances on site. <br />No data showing the absence of toxic, acid-forming, or toxic-producing materia/s <br />being located on site. <br />Baseline data on water qualily absent. <br />Temperature discharge regulation. <br />Off-site damage resulting from discharged pollutants. <br />Adverse affects from radioactive materia/s, radon. <br />Elevated /eve/s of mercury (Hg1 may resu/t from grave/ mining. <br />Cumulative effects on water quality from multiple pies in close proximity. <br />Please see the attached Geochemical Investigation Report for the proposed Lined Camp <br />Pit, prepared by DMG staff in response to water quality issues raised by the objecting <br />parties. <br />13. Comments relating to adverse impacts to the quantity of water in <br />groundwater systems, including adverse impacts to nearby we//s. <br />Please see the attached Analysis of Potential Off-Site Impacts from Pit Dewatering and <br />River Flooding at the Proposed Line Camp Pit, prepared by DMG staff in response to <br />groundwater quantity and potential impacts to nearby wells. <br />7 <br />
