Rationale for Approval Recommendation May 8, 2001 <br />Four States Aggregates, LLC <br />Line Camo Pit. File No. M-2001-001 <br />DMG review of the application identified no adequacy issues for Exhibit L, Reclamation <br />Cost. Sufficient data was submitted to satisfy the requirements of Rule 6.4.12. DMG <br />utilized the submitted information to estimate the cost of reclamation for the first year of <br />operations at 591,917. <br />26. Comments re/ating to c/ose proximity to other grave/ mining operations. <br />The Act and Rules do not specifically address concentration of mining operations. The <br />Act and Rules anticipate that public and private lands will be affected where mineable <br />resources exist. However, the Act and rules provide reclamation requirements to ensure <br />that affected lands are reclaimed to a beneficial land use. <br />27. Comments re/acing to cumu/ative impacts Jrom mu/tip/e operations. <br />The Act and Rules do not specifically address cumulative impacts from multiple <br />operations. Each application is reviewed individually and approved or denied based upon <br />its compliance with the minimum requirements of the Act and Rules. <br />28. Comments re/acing to qua/ity of /ife issues. <br />The Act and Rules do not specifically address quality of life issues. <br />29. Comments re/acing to noise po//ution issues. <br />The Act and Rules do not specifically address noise pollution issues. <br />30. Please direct such <br />comments to the Air Pollution Control Division with the Colorado Department of Public <br />Health and Environment. <br />The Act and Rules authorize DMG to address stabilization of reclaimed areas for wind <br />erosion. However, DMG does not enforce the air quality standards for the dust resulting <br />from wind erosion. <br />31.
