During 1985, we conducted an <br />inspection of the above-referenced sites (except the Seaworth Pit), and at <br />that time it was noted that on-the-ground operations were not consistent with <br />the permit documents. We also specified that an amendment should btu submitted. <br />Please be assured that we are aware of your efforts, in conjunction with those <br />of Sterling Companies' relative to the recommended amendment. It is our <br />understanding that an amendment is forthcoming and the amendment wi'Il combine <br />ail of the existing, adjacent permits into one permit. It is also nur <br />understanding that possible site problems or violations are addressed in this <br />amendment application. <br />We appreciate that Sterling Companies has identified possible probl~ams <br />on-site, and that these problems are addressed in the amendment application, <br />If all of the problems or possible violations are identified and coirtnitments <br />are provided relative to mitigation procedures, then it would be extremely <br />unlikely that enforcement actions pertaining to the identified problems would <br />be pursued. <br />Thank you for your continued cooperation, and please notify me if I can be of <br />further assistance. <br />Si <br />i/C A.
