Elevations were provided by Basin Resources based <br />upon altimeter readings. The test results indicate compaction generally exceeds 90 <br />percent of maximum standard Proctor dry density (ASTM D 698) with the exception <br />of the New Elk Waste Development Pile. We previously performed three standard <br />• Proctor moisture-density tests (ASTM D 698) for each coal waste area. Additional <br />laboratory testing was not performed for this site visit. The percent compaction was <br />determined relative to the highest previous Proctor value for each facility. Additional <br />compaction is recommended for the New Elk Development Waste Pile. <br />We also measured groundwater in the monitor wells on the lower three <br />benches of the New Elk RDA. The results are presented on Table I. The <br />groundwater measurements indicate water levels are below the base of the coal <br />refuse.
