i ~ i-~
• April 12, 1996
Basin Resources
14300 Highway 12
Weston, Colorado 81091
Attention: Mr. Bob Montgomery
Subject: Compaction Testing and Groundwater Measurements
New Elk RDA
Golden Eagle RDA
New Elk Waste Development Pile
Weston, Colorado
Job No. 22,905
Gentlemen:
Attached are the location, elevation and results of the field compaction testing
performed on March 22, 1996. Elevations were provided by Basin Resources based
upon altimeter readings. The test results indicate compaction generally exceeds 90
percent of maximum standard Proctor dry density (ASTM D 698) with the exception
of the New Elk Waste Development Pile. We previously performed three standard
• Proctor moisture-density tests (ASTM D 698) for each coal waste area. Additional
laboratory testing was not performed for this site visit. The percent compaction was
determined relative to the highest previous Proctor value for each facility. Additional
compaction is recommended for the New Elk Development Waste Pile.
We also measured groundwater in the monitor wells on the lower three
benches of the New Elk RDA. The results are presented on Table I. The
groundwater measurements indicate water levels are below the base of the coal
refuse.
