THE MOISTURE CONTENT WAS UNIFORM AND THE SURFACE HAD BEEN COMPACTED AND LEVELED BY <br />A DOZER. THE CONTRACTOR HAD EXCAVATED A SMALL SURFACE AREA AT THE NORTHEAST END OF THE FILL WHERE <br />THEY WERE PLACING FINE COAL WASTE FROM SEDIMENTATION PONDS FOR DRYING. THERE HAD BEEN NO ACiMTY <br />AT THE NEW ELK WASTE DEVELOPMENT PILE SINCE OUR LAST VISR. THE EASTERN TWO-THIRDS OF THE PILE <br />HAD BEEN LEVELED AND COMPACTED BY A DOZER AND APPEARED TO BE UNIFORM AND IN A WELL COMPACTED <br />CONDITION.
