EXHIBIT 19 <br />BONDING REDUCTION SCHEDULE for TR-45 -Transfer of Facilities to Industrial Use <br />1. The following facilities are to be transferted from the Golden Eagle Mining Permit to a post mining <br />land use classification of Industrial Use for commercial production of natural (methane) gas. This transfer <br />will become effective upon approval of the facilities as producing gas wells and satisfaction of the <br />reclamation bonding requirements of the Oil and Gas Conservation Commission. <br />Methane Degasificatian Wells. These wells are listed in Table 24 of Exhibit 31 and their location <br />indicated on Map I8. This table lists the Mining Permit Identification Number, the applicable Permit <br />Revision Number, the reclamation bond amount, the approved Oil and Gas Conservation (API) permit <br />number, and the location of each well. Typically, unless otherwise noted, the disturbed azea within a radius <br />of 250 feet from the well head will be transferred from the permit to apost-mining land use classification <br />of Industrial, <br />Mine Ventilation Shafts. Four (4) ventilation shafts aze to be permitted as gss wells. The area of <br />industrial use for each of these sites is shown individually on Maps 19-22 and listed in Table 24. The <br />disturbed area within this boundary will be transferred from the permit bond to apost-mining Industrial <br />Land Use classification, with the bonding and the reclamation of all disturbance resulting from mining <br />activities within this area becoming the responsibility of the Gas Well Permittee. <br />Mine Service Drops and Boreholes. Two (2) service drops and /or boreholes are to be permitted as gas <br />• wells. Typically, unless otherwise noted, the disturbed area within a radius of 250 feet from the well head <br />will be transferred from [he permit to a post-mining land use classification of Industrial. <br />Access Roads. Roads accessing the above facilities shall be classified as Industrial for the post mining <br />land use. These roads are shown on Map 18. Typically ,unless otherwise noted all disturbance due to <br />mine related activities within 50 feet of the centerline of the roadway shall be included. In all cases any <br />disturbance resulting from access road construction such as cut and fill slopes, culvens and drainage areas <br />shall be included within the Industrial Use area. <br />For all of the above listed facilities ,the responsibility for bonding and reclamation of mine related <br />disturbance shall be that of the Gas Well Permittee. Approval of bonding and reclamation shall be through <br />the Oil and Gas Conservation Commission. <br />The owner of the natural gas estate has the right of access to and use of surface areas lying within the mine <br />permit and disturbance boundaries for the production, transportation and sale of natural gas. Any new <br />facilities required for the production natural gas shall be permitted as may be required by the Oil and Gas <br />Conservation Commission. Use of additional mine related facilities not listed above, will only be with the <br />notification and approval of the Division of Minerals and Geology. <br />2. The Oil and Gas Conservation Permit documentation for each well can be found in Exhibit 31.
