None of the surviving physical remains have any characteristics <br />• that make them either more representative or more distinctive than <br />many of the other abandoned sites in the surrounding county that <br />are near to the mining activities. <br />In addition, there is nothing historic about the permit area. <br />Sites of past coal mining and past residence are merely old. The <br />removal of any sites will not constitute an impact on the signifi- <br />cant historical resources of the region. <br />On April 21, 1981 the Division wrote a letter which conveyed <br />concerns identified in the initial adequacy review of the cultural <br />resources section of the Permit Application. A copy of this letter <br />can be found in Exhibit 5 - Archaeological Information. <br />On September 1, 1981 Colowyo submitted the responses to the above <br />letter which can also be found in Exhibit 5 - Archaeological <br />Information. <br />On February 23, 1982 the Division sent a copy of the OSM Technical <br />Analysis of Cultural Resources to Colowyo with stipulations. OSM <br />made the determination that there was sufficient information to <br />initiate compliance procedures with the Colorado SHPO. A copy of <br />this T. A. can also be found in Exhibit 5 - Archaeological <br />Information. <br />The USDI, OSM Permit #CO-0015, dated February 22, 1983, contained <br />special stipulations requiring additional mitigation of three <br />archaeological sites. A copy of this can be found in Exhibit 5 - <br />Archaeological Information. <br />The USDI, OSM sent a letter to Colowyo, dated November 19, 1985, <br />providing notification that the requirements of the Special <br />Stipulation had been satisfied. A copy of this letter can be found <br />in Exhibit 5 -Archaeological Information. <br />In April, 1985, the report titled "FINAL REPORT ON THE ARCHAEOLOGI- <br />CAL INVESTIGATIONS ALONG THE COLOWYO COAL COMPANY RAILROAD SPUR IN <br />MOFFAT COUNTY, COLORADO" was completed by the Laboratory of Public <br />Archaeology (LOPA), Colorado State University, Fort Collins, <br />Colorado for Colowyo Coal Company. <br /> <br />2.04.4-4 <br />
