Rmionnle - Prtge l3, Permit No. CO-0043648
nn nntidegradation review is not required. Water quality standards have been established using (IJ Table Yalue Standards a:d
(1) existing water quality data. The current water quality standards for Arequa Gulch have been used as the basis for dte permit
limitations. The Water Quality Control Division's Assessment Unit has recently concluded, based on floe periods of record
presented to the Water Quality Control Commission, that the current water quality standards m•e beittgmet. The permit limitfor
pHis based on recent nnabient data as reflected it: the single TemporayModification to the standards. Permit IintitsforTSSare
Eased an S CCR 1002-62.4. Permit limitations for all other parameters are the underlying water quality standards. The perttft
limitations may, therefore, be adjusted to conform to the water quality standards in accordance with 5 CCR 1002 61.10. In this
renewal, none of the proposed permit limitations are less sh•ingent than those cw•rently in effect.
B. Monitoring
1. Monitoring -Monitoring will be required as sltown in the following tables. Refer to the permit for locations ofmonitoring points.
Intheselectionofntonitoringfrequencyforenchparameter,severnlfactorswereconsidered includingtbefrequencyofdetection
and level of the pollutant found in past monitoring, the level of the corresponding effluent limit, the potential toxicity of the
pollutant, and Ylte need for accuracy in the »teasuretnent of the parameter. Ifthe results of monitoring pet formed in cotnpliattce
with the specified frequencies, demonstrate that mt alternate frequency would be more appropriate, the permit may be reopened,
subject to the provisions of the Regulations of the State Discharge Permit System, in order to incorporate that frequency.
For discharges which flow intermittently, samples must be collected at least once within the calendar period that is delineated by
the rnonitorirtg frequency if a discharge has occurred during that period. For discharge Outfall OOIA, no special sampling
restrictions related to stout: water apply. However, the data that are collected »tttst provide art accurate representation oflhe
quantity and quality ofthe water flowing past the point. Ifsarnples are collected when direct sut face runoff resulting from rainfall
is observed in the flow being monitored, this must be noted and reported on the DMR.
