(303) 945-7004
' FAX (303) 9455948
..~..~~
October 11, 1893
Mr. Rick Mills
Cyprus Yampa Valley Coal Company
28587 Routt Co. Road iF27
Cak Creek, Co. 804&7
RE: Wastewater Treatment Plant Impoundment Certification
Dear Rick:
tODt Grand Avenue, Sull~'?E
Glemrood Sprir>Ss, CO 81601
The purpose of this letter is to certify that the Wastewater Treatment Plant ponds
have been constructed in accordance with SGM'6 design drawings dated 5eptemher
1992. On May 26th I inspectetl the ponds. At the time of my visit, the first aerated
pond was about 2/3 full of water. Tho downstream cmbankmtnt at that time sowed
no signs of seeps, wetness or dampness, Further, pond ft2 had approximately 6^ to
12" of water from a previous water test, Again, the ;finer for this pond appeared to
be holding water because according to Ron Qoldcn, the water had been In the pond
for several days,
All pond dimanaiens appear to be consistent with the original design drawings.
•
I have reviewed the soils testing performed during construction to verify that the
em6nnkmento were compacted to the specified densities. Upon review of the density
rcparts, all of the embankments exceeded the required 85X of maximum density
specified. In several cases the preliminary test was below the required 95X but
further retesting was accomplished In this area and exceeded sSX.
As you are aware, a soils engineer worked with us to design the ponds. The ponds
(impoundments) were designed to retain water, ar,d based upon my observations on
the 26th, the ponds were built in accordance with our plans and specifications.
It we can provide you any additional information, please contact me.
sincerely,
SCHMUESER GORDON MEYER,INC.
Lours Meyer, P.E.
cc: Ron Golden
IAarcus Middleton
_; ~;
LOMi 1a91085.1
