In order to consider <br />this application adequate for the December 16-Z7, 1981 meetiny of the 17ined <br />Land Reclamation Board, the .following items must he addressed in detailed: <br />A. Exhibit D - Mining Plan <br />1. This exhibit and the Soil Conservation Service soils report <br />indicates that the actual loam topsoil averayes a depth of <br />between 5 to 10 inches with a pink - white subsoil of between <br />1 to 4 feet. The staff recommends that the followiny rcmovaZ <br />and replacement procedure be utilized on this site: <br />a. The brownish topsoil and pink-c•~.hitc subsoil <br />should be removed and stockpiled separately. <br />b. Exhibit E - Reclarra ti on I'Lin <br />1. After drill seeding the area, 1: to 2 tons of straw mulch <br />should be applied and mechanicallu crimped into the soil. <br />This management technique will improve chonces of succ•css on <br />this droughty site by reducing wind and sun dessication of <br />grass seedlings and wind erosion of the to r•soil. <br />
