2. <br />4) P. 8, para. 4: Air Monitoring -The determination of ambient air quality as <br />described in that paragraph "on a monthly or more frequent basis" is a <br />good response. Monitoring sampling points within the active mine, within <br />the permitted area, but outside the area of active mining and especially at <br />points outside the permitted property upon the request and/or wifh the <br />permission of the landowner" are all necessary. <br />Sampling of DOWNWIND AREAS outside the permitted property is of <br />particular importance. It is well-known that The Colorado Front Range is a <br />zone of frequent high winds ...50 to 70 mph westerly winds; some even <br />higher. These occur mostly during the months of October through May. The <br />following two pages are of digital images made during February and April of <br />the current year. Images of but two blasts at..."another rock quarry located <br />in a relatively similar position on the fringe of this belt of uranium <br />minerplization..." (P. 6, Banks and Gesso Adequacy review response, March <br />23, 2005. These photos were made from a location approximately 2.4 miles <br />distant. It should be noted that the high contrast of the February 13 photos is <br />lost in the April images because of the decrease in back lighting as the sun <br />angle moves northward. <br />It is apparent that if quarry operators in the Colorado Front Range wish to <br />contain blasting dust near the source, blasting should not occur during <br />episodes of high winds occurring over the site. Blasting times could be <br />regulated by remotely monitoring wind speeds at various elevations above <br />the quarry prior to shooting. <br />Sincerely, <br />~~ <br />I.L.
