This material is intended for <br />wintertime sanding of highways and would be utilized for the remainder <br />of this season. The sanding material present],y being used on highways <br />in the area is considerably more expensive. <br />In response to your letter of January 16, 1980 concerning adequacy, <br />we will further describe the cinder deposit and respond to your questions. <br />This deposit is a unique feature for this area. It is a small mound <br />or knob of loose cinders, "a blow out," protruding through the surround- <br />ing soil. The surface consists of dirty cinders and oversize particles <br />with very little vegetation and so loose it is very difficult to walk <br />through. The stripping and clearinP, consists of pushing the dirty <br />material aside to get at the clean cinders below. 41e do not want fines <br />or oversize in the sanding material. This surface material will be <br />stockpiled and replaced at the time mining is completed; the fines £rom <br />the screening operation will also be spread over the site. This should <br />provide a firmer surface that will be seeded. <br />This cinder deposit has been worked since the early 1900's because <br />it is exposed and consists of relatively clean material. <br />There is a mining operation nearby where the volcanic material is <br />covered with overburden and topsoil that is being stripped and stock- <br />piled as the deposit is worked. <br />We do not know when, and if, the Wildlife and Soil Conservation <br />specialists visited the site; they were not accompanied by highway <br />personnel who could point out the proposed operation.
