DANIELSON, DEPUTY STATE ENGINEER <br />SUBJECT: STERLING READY-MIX, LOGAN COUNTY, APPLICATION FOR MIMING ,4ND <br />RECLAMATION PERMIT <br />As requested by your office, we have reviewed the above referenced <br />application for sand and gravel mining near Sterling. The report b,y <br />Leonard Rice Consulting Water Engineers (page 18) states that, "negotiations <br />have been undertaken to obtain a supply of water which will be <br />sufficient to minimize the depletion of the streamflow in the South Platte <br />River ." <br />The S.C.S. report (page 31) states that phreatophytic trees, cottonwood <br />and willow, presently cover one percent of the proposed pit area. The <br />reclamation plan (page 9) suggests that cottonwood, willow, and Russian <br />olive trees will be planted during reclamation. The developer should <br />include any water consumed by these phreatophytes in excess of current <br />consumptive use in his water replacement plan. <br />These reports do not mention the use of any water for dust control or <br />gravel washing. If water is to be used for these purposes, the consumptive <br />use should be replaced by the developer, <br />We believe that due to the existing shortage of water in the lower <br />reaches of the South Platte a water replacement plan approved by the State <br />Engineer and administered by the Water Division 1 Engineer is necessary <br />before the proposed operation ca a approved. <br />a. <br />eris A.
