4-57 <br />the mine area, and (3) Pine-Juniper and rocky <br />• outcrop areas above and east of the mine opera- <br />tions area. <br />o Winter Use Survey: Surveys of the mine permit <br />area will be conducted in winter to document <br />area used by large game animals (i.e. muledeer, <br />elk), areas of concentration in the mine vicinity <br />if present, and possible migration routes. Ob- <br />servation will also be conducted to determine any <br />winter raptor activity in the site vicinity. <br />o Breeding Bird Surveys: Breeding bird surveys will <br />be conducted in the areas of regular transect ob- <br />servations during spring (May or June, dependent <br />on the weather) to determine breeding bird acti- <br />• vity in the mine vicinity. Surveys will be con- <br />ducted at dawn on multiple days during clear calm <br />weather. <br />o Raptor Nesting: Surveys to determine raptor nest- <br />ing in the permit area will be conducted in spring <br />to document nesting in the mine vicinity. The per- <br />mit area contains many rock outcrops and cliff areas <br />that are suitable for raptor nesting sites.
