This application is a request to consolidate two existing sand and gravel mining operations <br />into a single permitted activity. Together with gravel screening, crushing, washing and <br />asphalt mix production. Exhibit C-2, depicts the proposed permit boundary, mining areas, <br />site features and the location of other uses ancillary to the operation. Operations within the <br />site will typically be limited to weekday hours of 7:00 A.M. to 6:00 P.M. and will occur <br />intermittently during the life of the operation. Hauling of the resource is from 8:00 a.m. to <br />6:00 p.m., except when school is in session when hauling will not start before 8:30 <br />The permit area for the gravel removal and processing operation consists of 25.3 acres one <br />mile west of Clark on Routt County Road 62. The site is located in part of the SW 1/4, <br />Section 28, Township 9 North, Range 85 West of the 6"' Principal Meridian. <br />The surrounding land use in the vicinity of the subject property is considered to be of "low" <br />intensity. The predominate use is agricultural, consisting of grazing/pasture land and single <br />family residences on large parcels. Exhibit C-1 shows the approximate pre-mine contours of <br />the site. Non-residential uses in the area include an existing convenience store with fuel sales <br />at the intersection of CR-62 and CR-129 and a electric power sub-station south of CR-62 east <br />of the subject property. The Elk River drainage dominates the valley setting about 0.25 miles <br />east of the property. Routt County has designated all of the land in the surrounding area as <br />"Agricultural/Forestry". Surrounding Land Uses are depicted on Exhibit C-3 showing the <br />configuration of various properties in the area surrounding the subject site. <br />MINING PLAN - In 1988, gravel extraction began near the south end of the mining area <br />and proceeded to the north boundary. A total of 18.0 acres is identified as a mining area <br />within the total expanded permit boundary. Setbacks between the mining area and the <br />property boundary have been maintained to protect the integrity of the adjoining land. <br />As of summer 2002, 11 acres have been mined. Future mining will be conducted in a <br />phased fashion beginning at the existing mine face in the northwest corner of the original <br />Vale Pit and proceeding toward the west. Once mining reaches the northwest corner, the <br />operation will proceed to the south until the minor drainage in the southwest corner is <br />reached, which will signify the end of mining for the permit. The process will begin on a~ <br />three to four acre area, as shown on Exhibit C-2. The first step of the process will be the <br />removal of 8 inches to 12 inches of topsoil. The topsoil will be removed using scrapers, <br />loaders and dump trucks and stored in stockpiles near the identified mining area. See <br />Exhibit C-2. To prevent erosion, the stockpiles will be seeded within 12 months of <br />establishment with yellow sweet clover. The topsoil stockpiles will be constructed to 2H:1 V <br />slopes, a height no greater than 10 feet and a minimum 12' buffer will be maintained from <br />
