DANIELSON, DEPUTY STATE ENGINEER <br />SUBJECT: DURHAM SAND & GRAVEL COMPANY, WELD COUNTY, APPLICATION <br />FOR MINING AND RECLAMATION PERMIT <br />As requested by your office, we have reviewed the application for a gravel pit <br />near Greeley. Section D, page 4a, states that "based on data in Water Court <br />Case W-8283-76...annual evaporation of water...is estimated to be 29 inches <br />per year" and that "precipitation...averages 11 inches per year; thus, a lake <br />created in the proposed mining area would have a net loss of 18 inches of water <br />per year" . These calculations are in error as the 29 inches in W-8283 is net <br />evaporation after precipitation has been subtracted. This error negates the <br />statement on page 4b that "in view of the fact that original natural use and crop <br />use is the same and in many cases exceeds the estimated 18 inches net loss of <br />water anticipated by turning the mining area into a lake...it is safe to assume <br />that there is no need for water augmentation" . In fact, the applicant must aug- <br />ment the difference between historic consumptive use and net evaporation, or <br />11 inches per acre of lake surface per year. This means that 118 acre-feet per <br />year of augmentation water may have to be provided to prevent injury to water <br />rights along the Cache la Poudre and South Platte Rivers assuming a year around <br />call for water. We cannot recommend approval of this application until the appli- <br />cant provides an augmentation plan capable of providing this amount of water. <br />JAD/SSH:mvf <br />Je 's A.
