• 2.04.10 Vegetation Information <br />(1) A vegetation map is included in the permit application as Map 3. This map <br />delineates plant communities in the area to be affected by surface operations and <br />facilities. The delineation of plant communities is on the basis of the visually <br />dominant perennial species. <br />(2) The vegetation map shows the location of the Juniper Woodland and Mixed Shrub <br />reference areas. <br />(3) The vegetation map includes sufficient adjacent areas to allow evaluation of <br />vegetation as important for fish and wildlife. <br />(4) Plant community descriptions are included in the Bowie Number 2 Mine, 1995, <br />2001 and 2003 Baseline Vegetation Reports, located in Exhibit 5. Three major <br />communities were identified in the area to be affected by surface operations, <br />facilities and the surrounding area at the mine site. They are Juniper Woodland, <br />Mixed Shrub and Meadow. Four communities were identified in the area to be <br />affected by the unit train loadout. They are Pasture, Irrigated Hayfield, Orchard <br />and Derelict. Two major communities were identified in the area to be affected <br />by the new gob pile. They are Juniper Woodland and Mixed Shrub. <br />(5) The potential for impacts to rare and endangered plant species was evaluated as <br />part of the 1995, 2001 and 2003 Baseline Vegetation Reports. No threatened or <br />endangered species were found in the area to be affected by surface operations, <br />facilities or the surrounding area. <br />The 1995 Baseline Vegetation Report identified some wet areas as minor <br />cummunities. Based on a site inspection performed on November 22, 1996 by <br />Randy Snyder with the Corps of Engineers, certain wet areas were identified as <br />wetlands. The wetlands inspected by the Corps are numbered sequentially 1 <br />through 18 on Map 3 -Vegetation. The unnumbered wet areas were not inspected <br />by the Corps, because they are not within the area to be disturbed, however they <br />are assumed to be wetlands. Approximately 0.31 acres of wetlands will be <br />disturbed. The applicant has applied for a Department of the Army Permit for the <br />proposed wetland disturbance which will include a plan to mitigate the wetlands <br />disturbance. The Department of the Army Permit application is presented in <br />Volume III, Exhibit 13, Other Permits. <br />A subsequent inspection performed by the Corps of Engineers (COE) during June <br />2003, determined two areas previously identified as wetlands were not <br />• jurisdictional.
