Mining of the waste <br />rock-alluvium pile will be from the top down. As a highwall starts <br />to be developed in the drainage to the east, this will then be mined <br />down to the elevation at the top of the pile, or benched and <br />stabilised as mentioned abave. It is proposed to continue this <br />sequences until bedrock is exposed in the bottom of the drainage, at <br />which t..~.me the configuration and stability of the drainage ~:an be <br />assessec_ as it relates to the future development site. The screening <br />plant a.ll be located in the flat on the north side of the permit <br />area as shown on Exhibit B. <br />Access to the site is modified to be from the existing roads in <br />and thr-~ugh Rotary Park to the north, if approved by the City of <br />Ouray. The Permit Boundary has been extended approximately 40 ft on <br />the nor'_h to include the small triangle of land between the City <br />Boundary and Rotary Park. The total acreage of the permit area has <br />been increased from 2.44 acres to 3.19 acres, to provide better <br />access a;id removal of unconsolidated material from the drainage to <br />the easY:. It is proposed to upgrade the City's roadways in Rotary <br />Park wit's the material excavated and screened. This proposal will be <br />made as wart of the Conditional Uae Permit which will be re•riewed by <br />the ourj City Planning Commission. This existing roadway :an be <br />used in its present condition, without additional disturbance or <br />removal ~f trees. A CDOT Highway Access Permit remains as an <br />alterna~'ive to the above, if approval is not granted by the City of <br />Ouray. <br />Exhibit ~ - Reclamation Plan <br />Sttt::.ility of the intesZnittant drainage to the east will be <br />conducts?. as excavation progresses. It is proposed to remove as <br />much of :he unconsolidated material as is possible down to '.:ed rock <br />from th'.~ drainage so that a highwall of material is not crated by <br />these activities. Stormwater will continue to travel down t:he <br />intermittant drainage and percolate into the permeable gravel and <br />boulders between the cliffs .and the highway. During extrem.. storm <br />events or during freeze and thaw conditions, rocks and/or boulders <br />may be t~•ansported down the drainage.
