Methane Drainage Wells Project Plan
Technical Revision 103; MDWs 20-04, 20-05, 21-05, 21-06
Page 7 of 12
reliable source of water. The other two locations are on a small, moderately sloping portion of
steep slopes above an unnamed gulch. Most of the access is along extremely steep slopes with
no reliable source of water and no distinctive or abundant resources. None of these locations
have any potential for undiscovered subsurface cultural materials." Greystone Environmental
Consultants, Inc. submitted the report to Susan Collins, the Colorado State Archaeologist June 7,
2005.
PROPOSED ACCESS ROUTES
The project will be accessed from State Highway 133 east of the mine. The permit for this
access and the Notice to Proceed have been obtained from the Colorado Department of
Transportation.
An existing exploration road connects the highway access to a point approximately 600-feet from
the proposed (in Technical Revision-102) MDW 19-06 pad location. The last 600-feet below
MDW 19-06 is currently an ATV trail that will be improved to accommodate drill equipment
(this is the subject of the TR-102 application). Anew road will be needed to extend south from
the 19-06 road to provide access to drill pads for 20-04 and 20-OS (drilled from same pad), and
21-OS and 21-06 (drilled from same pad). This road will be approximately 1700-feet long.
The pad footprints will be kept small -- the expected disturbance associated with each pad is less
than 0.25-acre. Total disturbance for this project including the 1700-feet of newly required
access road and the pad is approximately 1.0 acre. The road alignment and pad locations are
depicted on the attached map, "Technical Revision 103 MDWs 20-04, 20-05, 21-OS and 21-06."
This new access road will be built in conformance with the CDMG light use road requirements in
CDMG Rule 4.03.3.
PRE-DRILLING ACTIVITIES
Prior to any construction or drilling activities, an on-site inspection of proposed drill sites and
access routes will be conducted with representatives from CDMG to discuss site-specific
concerns. CDMG will be notified at least 48 hours before any construction or drilling equipment
is mobilized into the project areas. Construction and drilling activities will be supervised by a
project representative of Mountain Coal Company, L.L.C. Any significant proposed changes in
the project after permit approval would be reviewed with the appropriate regulatory agencies
before changes take effect.
Staging areas to be used by the drilling contractor will be used in a manner to minimize damage
to the vegetation. Any surface disturbance to these sites will be re-graded and seeded to promote
rehabilitation.
Access routes will be maintained to accommodate full sized 4X4 pickup trucks, ATVs, and
required drilling equipment, including but not limited to the following: truck mounted or skid
mounted drill rig, air compressors and\or booster, rig-up truck, portable water tanks, boom truck,
utility trailer, drill pipe lay-down rack, crew trucks, geophysical logging truck and mobile water
carriers.
