However, there has been some activity that may
account for the reports you have received.
Ute has engaged the trucking services of Mr. Rudy Fontanari to haul sludge from
our treatment plant backwash lagoons. These materials are hauled to the Mesa County
Landfill when they accumulate sufficiently to warrant economic removal. (It has been five
yeazs since we last removed this water treatment sludge by-product and the present
accumulation is estimated at 2,000 cu. Yards.) Rapid Creek Road has recently been added
to the Mesa County road system for maintenance and is used for the removal of the sludge
materials.
As partial compensation for Mr. Fontanari's service, Ute allowed him to remove
several large boulders from the excavation spoils of our 1982-1985 Water Treatment Plant
L~pansion Projeci. (Scc aiiaclied ieiiei.) The size of the boulders required reduction so
they could be handled and hauled with Mr. Fontanari's equipment. The size reduction did
involve explosives. All of the activity took place on the ground surface, and all on
property owned and controlled by the Ute District. This is an isolated incident that is not
expected to be repeated.
Therefore, it does not appear that any violation of conditions to Quarry Permit No.
M-96-076 have occurred.
Respectfully,
C. tockton, Assistant Manager
CES/rlc
Attachment
